After logging in, press the 'C' key. This opens your wardrobe. Don't worry about the outfits—the skin color customization is hidden within this menu.

Scroll down the icons on the right-hand side of the wardrobe menu until you find the cosmetics section (it usually features icons of powder and lipstick). Click on it.

A submenu will appear. Look for the icon of a small figure and click it.
