Initiate a conversation; she'll offer to provide underwater breathing capabilities in exchange for $C25,000 and three Resins.

Obtaining Resins

To acquire the necessary Resins, navigate to the Mushgrove Swamp (coordinates: X:2,426, Y: 130, Z: -680) and begin fishing. Your success rate hinges on your equipment and server luck. The Kraken Rod significantly boosts your chances (10-20%), while lacking it drastically reduces your odds (approximately 0.04%). You need to catch three Resins.

Final Steps

Once you've collected three Resins, return to the Bubble Mermaid, pay her the required amount ($C25,000), and present the Resins. You will then receive the Water Bubble as a usable item.
